This is a compilation of over half a billion dollars of transportation projects under discussion, planning, and construction in the Charlottesville-Albemarle region. They are broken up into four groups: New Roads; Transportation Plans; Road Improvements; and Transit Projects. Each project will be updated as new information becomes available. Project Eastern Connector

The stated purpose of the Eastern Connector is to:
1. Provide for traffic flow between 250 E and 29 N
2. Ease congestion on 250 bypass, Park Street, Rio Road, and Meadowcreek Parkway

 

Status

The Eastern Connector Corridor Location study has finished its work. The steering committee recommended an alignment that would connect Rio Road with Route 20 via Pen Park. The committee also recommended that two other alternatives (Polo Grounds Road and a relocation of Proffit Road) be reserved now for development as roads in the near future. However, both the Board of Supervisors and the City Council have both opted to delay further consideration on the road until further traffic data can be obtained to prove the need for the road.

Project Eastern Avenue (Crozet)

Status On April 5, 2006, the Albemarle County Board of Supervisors voted unanimously to end consideration of the Ruckersville Parkway as part of the Places29 Master Plan for Route 29 North. This project will not get further consideration without support by the Board of Supervisors.  However, a portion of the proposed roadway, an unpaved stretch of Dickerson Road north of the roadway, is scheduled for paving and is on the Six Year Secondary Plan.

This is Albemarle County's portion of the project. A contract was awarded to Faulconer Construction Company, Inc. on December 18, 2008 by the Commonwealth Transportation Board for $11.8 million. Construction will begin in February 2009, with completion in the fall of 2011. Roadway to open in spring of 2012, pending completion of McIntire Road Extended and 250 Interchange.

Project McIntire Road Extended (City's Portion of Meadowcreek Pkwy)

Status

This is the section of the Meadowcreek Parkway project from the 250 Bypass to Melbourne Road. This is the City of Charlottesville's portion of the project. 

Project cannot be advertised until the Section 106 process is complete, and until right of way negotiations are concluded. The City is negotiating to obtain an easement for the Rivanna Water and Sewer Authority.

Project Meadowcreek Parkway Interchange 
Cost  $33-37 million

Stated Purpose  1. To enhance transportation mobility for local residents
2. To safely accommodate projected future traffic volumes
3. To accommodate and enhance pedestrian and bicycle needs in the project area
Status

Funded by Federal appropriation announced in 2005.  In design and environmental review stage. This project is being managed by Charlottesville under the First Cities initiative, with technical support provided by VDOT. City Council voted 4-1 in July 2007 to approve project's fit with the city's comprehensive plan.

City Council had been expected to select one recommended alternative in December 2007.  Negotiations with the state Department of Natural Resources for impacts to nearby historic sites continues.

On February 19, 2008, Neighborhood Development Staff asked City Council to spend $1 million to match a VDOT revenue sharing plan. This would be put aside to pay for pedestrian and improvements, above and beyond the money from the federal government.

On March 18, 2008, the steering committee overseeing the interchange designed voted 5-1-1 to select Alternative C1 as its preferred alternative. On June 4, 2008, City Council selected a modified version of Alternative G1. Design revisions are ongoing.

Project Western US 29 Bypass 
Cost 

$270,000,000
Since the project is inactive, cost estimates for the Western 29 Bypass are both hard to come by and vary tremendously. In 2005, members of the Albemarle County Board of Supervisors put the estimated price tag at about $270 million.  In 2005, the Chamber of Commerce estimated the price at $271-280 million.  VDOT provided the Albemarle County Board of Supervisors an official estimate of $166 million on March 1, 2006, but in doing so acknowledged the cost model on this project may not be comprehensive.

Stated Purpose  To provide a bypass for Route 29 through traffic around the Charlottesville metropolitan area. The bypass also provides a direct connection from U.S. 29 north to the North Grounds of the University of Virginia.
Status Land acquired, but construction is not planned by the Commonwealth Transportation Board and no funding is provided for construction. Project is inactive.
Remains on the VDOT 2025 State Highway Plan as an unprioritized "recommended new roadway".
Funding is requested for planning and purchase of Right of Way, but not construction per the FY2009 Transportation Improvement Plan (TIP).  It remains on the DRAFT FY2009 TIP.

Project US 29 North Corridor Study

Stated Purpose  1. Establish existing transportation conditions. 
2. Use a transportation model to forecast traffic patterns for different land uses. 
3. Enable the County to plan for land uses that will suit residents', businesses', and visitors' needs--and make sure they are accessible by a multimodal network: road, rail, air, transit, pedestrian, and bicycle modes.

This study is the transportation element of the Places29 Master Planning process. It was endorsed by the MPO Policy Board at their meeting in November 2008.

Project Jarmans Gap Road Improvements

Stated Purpose  Handle increased traffic from development along Jarmans Gap area.  Improvements will take place in the 1.5 mile stretch between the intersection of Crozet Avenue (Rt. 240) and just east of Lane Town Road (Rt. 684).  Improvements include sidewalks and bike lanes from Route 240 to the Grayrock neighborhood and a widened shoulder on the remainder. 
Status

VDOT reported in November 2007 that the project has been split into two phases. The first phase will be "from Route 240 to about 0.5 miles east of Route 684" and is now scheduled for advertisement in November of 2010. However, Allan Sumpter warned the Board of Supervisors on January 7, 2009, that the project could be $2 million short due to additional cuts in VDOT's secondary road allocations to localities.

According to a staff report prepared for the Board of Supervisors in advance of a March 12, 2008 public hearing on the Six Year Secondary Road Plan, the project has received $6,789,407 in funding from VDOT over previous years. That includes $993,400 in VDOT revenue sharing funds. The balance remaining is $7,865,385. Project may be pushed back further due to continued reductions in state and federal transportation revenues.

VDOT reported in November 2007 that right of way acquisition phase will begin in December 2008 with an estimated advertisement date of early 2011. The project has been drastically scaled back from its original plan. In July 2007, VDOT's Utility Section will determine if utility relocation can be scaled back. Project I-64/Rt. 250 Interchange (Shadwell Exit)

Stated Purpose  To accommodate the current and future traffic demands; to improve safety and the efficient flow of traffic at that location. The current diamond interchange at I-64 and Route 250 was not designed to handle the traffic volumes that are now seen on that corridor. There are now significant traffic backups of vehicles on the Route 250 turn lanes as well as the I-64 ramps during peak hours.
Status The project has been submitted to the CTB as a candidate for addition to the Six-Year Improvement Program. The CTB will complete a final draft of the SYIP update in the spring of 2006 and approve the document prior to July 1.

Project Belmont Bridge Replacement
Cost  $9.36 million
Sponsor   Charlottesville
Stated Purpose  To replace a bridge that has a current sufficiency rating of 49.6 out of 100.
Status

According to the MPO's project tracking matrix for February 2008, the City's cost benefit analysis supports full replacement. An Environmental EQ 429 form has been submitted for approval. A design RFP is being developed. There is no estimate construction date. According to the Daily Progress, almost $3.5 in state and federal funding has been accrued, and the City will spend $166,000 this year. The additional money will come frrom VDOT and is included in the Six Year Plan.

Bids were due 9/15/08 and staff are currently reviewing the eight proposals that were received. Project will be paid for with 80% federal funds and 20% state funds according to the City's website. However the City will spend nearly $200,000 from its Capital Improvement Program on the project to cover other costs.

Project West Main Streetcar

Conceptual citizen proposal. Next step is a feasibility study, which two members of City Council has endorsed. Price tag estimated at $200,000 and will require match from private developers. County representatives are concerned the project could divert funds that would otherwise go to the creation of a Regional Transit Authority.

Project Virginia Railway Express to Cville

Status

CCBRA's attention has now turned to the possibility of daily Amtrak service to DC and New York on a line originating from Lynchburg. Keith Page of the Department of Rail and Public Transportation spoke to the Board of Supervisors on June 4, 2008. The project is listed in DRPT's State Rail Plan. An analysis by AMTRAK concluded a funding gap of $1.8 million a year after considering revenue from fares. DRPT is proposing a $17 million three-year pilot project to support the service, according to the Daily Progressx`.
